[Product question] Are water-based cleansers with BHAs a marketing gag?

I noticed that many standart cleansers claim to be effective against acne etc. (..insert common BHA properties here...) due to added ingredients which are basically BHA exfoliating agents (salicylic acid, zinc). Is this correct? Here is the list of ingredients of a representative product, which is labelled "cleansing gel" with "antibacterial and pore-cleaning properties":Aqua, Coco-Glucoside, Glycerin, Cocamidopropyl Hydroxysultaine, Salicylic Acid, Zinc PCA, Menthol, Bisabolol, Parfum, Alcohol Denat., Sodium Benzoate, Sodium Lauroyl Sarcosinate, Glyceryl Oleate, Sodium Acrylates / C10-30, Alkyl Acrylate Crosspolymer, Sodium Chloride, Citric Acid, Hydrogenated Palm Glycerides Citrate, CI 74160Since BHAs are not soluble in water, there has to be some kind of emulsifying agent... but doesn't that decrease the effectiveness? Is this another case of an idiotic product category crossover (because if you mix stuff together, the final products properties equal to the sum of the properties of its parts, you know), or could it actually work?
