[Routine Help] Ready to scrap routine and start from scratch, need some advice

Hi! I've been struggling with my skin for a while (24 now, my skin started having problems once puberty hit and never really recovered).My main concerns are my forehead (pictured here and here , harder to capture in photos than I thought, but the skin is almost always dry with a rough, bumpy texture that I'm guessing is from closed comedones), and my nose/the areas under my eyes (pictured here and here I'm not really sure I've accurately identified what's causing my skin problems here, for years, before finding helpful resources like this subreddit, I thought they were blackheads, but I've come to understand they are more likely sebaceous filaments. The pores tend to "fill up" with a chunky, hard white substance if they aren't exfoliated, and the texture has a very "orange peel" appearance to it most of the time). If left alone, the skin pictured in the second set of photos tends to get oily, whereas my forehead has the opposite problem of remaining uncomfortably dry and dull looking. And both areas have problems with redness. Strangely enough, it's pretty rare for me to get a traditional acne whitehead breakout though.I've tried a lot of products over the years, I feel as if 95% of them usually make my skin look or feel worse, either triggering redness and irritation, or drying it out too much, or leaving it shiny and oily which only accentuates the rough texture. I've actually found that using no products on my skin leaves it feeling and looking the best, but "the best" in this instance is skin that is discolored, rough, and (especially on my nose) with large, irritated looking pores that fill up with a gross substance that leaves my face feeling itchy and looking unhealthy.What I would love most is to get settled on a routine that, at the very least, just leaves my skin feeling soothed and properly moisturized, and ideally something that gradually smooths out the roughness and the bumps and reduces redness. Before I spend any more money trying new products, I was hoping for some advice to help zero in on some good places to start (over).I never really settled on a proper "routine", usually because I could never seem to find that perfect set of products. I also feel like I potentially need a specialized set of products for the skin on my nose, and another for the skin on my forehead (although there is some overlap in issues, some of the same type of large reddish pores on my nose are also on my forehead area).All of that said, here are some of the products I've tried:OCM: Hemp Seed Oil (I've actually had somewhat good luck with the OCM, recently switching from castor oil to hemp seed and finding it's generally pretty effective at emptying out the buildup in the pores on my nose. However, a lot of times it leaves my pores looking "big", and the skin feeling oily)Neutrogena Naturals Foaming Scrub (I bought this on a whim, not realizing it was a physical exfoliator, definitely regret it. Usually feels too rough on my skin, would much prefer a proper chemical exfoliator alternativeCetaphil Moisturizing Cream (was looking for a gentle moisturizer, ended up trying this after reading some recommendations for it and ended up hating it, leaves my skin very oily and shiny)Garnier Moisture Rescue: Refreshing Gel Cream (I read that a gel moisturizer might be the solution for a moisturizer that doesn't leave your skin looking shiny, however this product still did exactly that. Tried using as a nighttime moisturizer but woke up looking oily and blotchy, another moisturizer back on the shelf, lol)Good N Natural: Retinol Vitamin A Cream (Tried using this at night, find it too heavy and oily, a recurring problem for me and these products lol)Alpha Hydrox 10% AHA Lotion (I got this after reading that AHA helps with closed comedones, not ready to give up on it but it does make my skin look oily and shiny)Emu Gold: Fragrance Free Lotion (My partner purchased this product from a clearance rack at Sprouts, I started using it on my hands, then tested it on my face and found it actually was fairly effective at combating the oilyness of the AHA lotion. However, I didn't realize until recently that the name Emu Gold isn't just a random brand name, but a reference to the content of the product which contains emu oil. Despite claiming to be cruelty-free, a claim which doesn't make too much sense to me as I can't think of way non-cruel way to extract the fat from a living creature without killing it, I'm still super creeped out by it lol. I don't plan on replacing the bottle once it runs out)With all of these products, I've introduced them one at a time, mostly avoiding mixing them (though admittedly I need to get better at remembering to patch test more often). Lately I've settled onAMRinse off with room temp water, pat dryAHA lotionEmu LotionPMOCM Hemp Seed OilRetinol Vitamin ADefinitely not happy with it, though. The reason it's so simple is that I just haven't found those base products to get a good foundation started on. I'm ready to nuke the whole thing and start over completely. First time posting, but I usually find these reddit threads have been the most helpful and informative when searching for solutions on google and the sidebars have been indispensably educational at helping me sort of understand what's even going on with my skin. If there's any info I've left out, please let me know! My skin problems have been giving me trouble for years, not only do they feel uncomfortable but they've been causing confidence issues and even a little social anxiety. I'll be the first to admit I've completely failed at trying to solve them on my own, so if you've read all of this and have any advice, I greatly appreciate it and would love to hear it!
