[Skin Concerns] Can anyone tell me why I have permanent red arms for so many years?

My arms have been like this for as long as I can remember.. I wasn't really the type to spend a huge amount of time outside but as a kid/young teenager I don't think I'd usually wear sunscreen.I'm not totally sure what my issue is, it was hard to get an exact replica of the shade the red is, it's sort of a mix of the two photos if you can picture that.I recently received Vanicream for my arms just in case I have an allergy, but I doubt it is since it's been so so many years. I also can't understand how it'd be sun damage as so many others don't wear sunscreen and don't have this on their arms (and only a third the way down it seems.)Anyone have any suggestions..? I'm getting a tattoo in two weeks but it will be on the upper shoulder and likely wont be over top of the redness. But I have plans for more in the future and I don't think black tattoos with reddish skin will look all that great..Thank you for any help!*Notes that might be useful. I am just about to turn 21, both arms have this and in the same spot (meaning it doesn't go up to the shoulder on either) and my left arm has one rough/slightly bumpy patch, but not dry.)
