[Routine Help] Skin always dry, sensitive, never seems to be happy.

I've been trying to find a routine that will get my skin in order, but my skin is so frustrating. I didn't ever get any sort of acne until I was about 21, and now as 27 I get a few spots every week. Very rarely whiteheads, mostly cystic acne or little breakouts from allergies. My skin is also CRAZY DRY. Like, if I don't moisturize for a few days I get flaky skin on my forehead like dandruff. My cheeks and chin often feel sore like when your skin on your hands crack in winter.I sometimes have reactions when I spend a lot of time in places with really stale air or excessive fragrance where I'll get painful and scaly skin on my eyelids or around my eyes, maybe a few times a year. I also have wrinkles forming on my forehead that I would really like to try and minimize, but the bigger concern is just getting clear and calm. The outer corners of my eyes always feel very tight and often feel overly sensitive.My current routine, that is working better than anything ever has, but still not there: AM: Wash face with just water, Thin layer of Cerave in the tub, Cerave AM. No makeup. Sometimes I'll apply Cerave in the tub midday if things feel like they could use it, so maybe 3x weekly.PM: Cerave moisturizing cleanser, red stridex, wait 25mins, Cerave Renewing SA Cream.I also use my Clarisonic about twice a week in place of stridex and LUSH's Full of Grace bar after the stridex a few times a week before the Cerave and occasionally do sheet masks which are easily the best thing I've ever used in terms of calming my skin and making it feel soft and hydrated. Just pricy for every day.I find that after the stridex, once I put my cream on, I'll get this grey buildup on my face and neck that's clearly dead skin coming off and mixing with the cream, so maybe I need more physical exfoliation? This isn't a little bit of buildup, it's usually quite a lot. I want to incorporate a vitamin C serum into my routine, but I live in Canada and don't know what good options are.Anyone's insight would be amazing, I really would like to get my skin in good working order.
