[Skin Concerns] SO has a weirdly textured nose, and physical exfoliation doesn't help. Are there any recommendations on what to try?

His skin is oily with extremely dry eyelids (possibly from eczema). His nose has very coarse bumps as seen in this photo. If I had to describe it, it kind of feels like if you glued salt crystals to his nose.He tried using St. Ives' apricot exfoliator but it had absolutely no effect. We're not sure what products or treatments to even begin considering. Any advice is much appreciated!
