[Acne] Moved across the world and I've had red, itchy, raised bumps on my face for months.

Moved to New Zealand from Cali 6mo ago and for the last 4mo my forehead's been rough with itchy raised red bumps. The rest of my face has a light coating of irritation. There's also irritation in my neck crevice just below my ear lobes (most itchy place). Allergic reaction to something in my new country?Skin history: Sensitive skin. Washing with Cetaphil normal skin facewash and exfoliating with a washcloth (I change these and pillow cases regularly). Stopped using lotion (Cetaphil daily SPF15) on my face for 3 weeks to give it a break, didn't help. Then I tried Neutrogena Naturals Multi-Vitamin moisturizer.
