[Sun Care] Sun cream Question and guidance?

I am off on holiday in a few weeks time and I have decided to invest some time into researching the best sun care methods to avoid damage skin and burns.Looking at the wiki and provided links I can see the main types of Rays are AVA and UVB Rays.We generally go on holiday to enjoy the beach and my family specifically goes out of there wa to sit and get a sun tan.As I understand UVB Rays can be blocked most effectively with sun cream with a high SPF number. As I understand, this should prevent burning of the skin.UBA Rays are what i understand to be the tanning rays, by having a high PA + level this will protect from ray skin penetration and avoid deeper damage.My question is this, What is the best sun cream to ensure tanning is safe. Will a High SPF factor effect the tanning rate as my sister will often lie in the sun for hours not worrying about any of these issues. Or will the PA rating only really effect the tanning rate?If i was to purchase some sun cream with 50spf and PA ++ as oppose to 20 SPF and PA ++ would the tanning result be the same or drastically different?.
