[routine help] is your skin suppose to feel dry after cleansing?

I currently use the cerave foaming facial cleanser but my skin DOES NOT FEEL TIGHT just dry I was wondering is it normal for it to just feel dry I would think it is normal I guess but should there be some type of moisture
