[Misc][suncare] Why are SPF15 sunscreens so widely available if everyone thinks SPF30+ sunscreens are better?

I've always used a SPF15 sunscreen/moisturizer from CVS - I like how it feels better than any SPF30 sunscreen I've tried, although I do use the latter for extensive time outdoors. I get the vibe from this thread that not wearing sunscreen is tantamount to skin death and turning into a wrinkly hag overnight, but wearing SPF15 sunscreen is only one step above this.My question is - why are SPF15 sunscreens even manufactured if everyone feels like they're not sufficient to prevent sun damage? Shouldn't everything on the market be SPF30+? My local drugstores have tons of SPF15 sunscreen options, hence my question.
