[Sun Care] Is there any point in Physical Sunscreens if main concern are UVA rays?

Beauty Tips For Body Care
I looked at some of the physical sunscreen options available in the master sunscreen spreadsheet: https://www.reddit.com/r/SkincareAddiction/comments/1y0cpf/sunscreen_comparison_master_spreadsheet_help_me/Many of the physical only sunscreens with around 4-5% titanium dioxide and zinc oxide have only around 4-5 PPD.Compare this to some Japanese Sunscreens with PPD ++++ which is estimated to be around 16+, the difference is pretty striking. They use chemical sunscreen filters still not approved in the U.S. Similarly, in many European sunscreens which are known to have high PPD ratings, many of them are almost exclusively chemical sunscreens as well.I mean I just wonder, how weak really is a PPD of only 4-5 for physical sunscreens? It seems utterly negligible considering how high some of the Jap and European sunscreens are (afforded by really good chemical actives still not available in the States) and wearing U.S. physical sunscreens seems to be only for people who are concerned about sunburning/UVB protection.EDIT: here is a photo of UVA ray tanning between the difference of PPD 13 vs 21 http://i.imgur.com/YYGJho5.png
