[Anti-Aging][Routine Help] Skin is getting weaker and thinner, I'm only 28! Recommendations for products/routine help?

So ill start by saying I have never really had a skincare routine per se (I use a generic moisturiser for dry skin and sometimes and anti-aging eye cream as part of a nightly routine) and I'm not so well educated on all the ingredients in skincare products and what they do, so please bear with me.The skin beneath my eyes and on top of my cheek bones/edge of eye sockets is getting thinner and thinner - I have suffered from perpetual dark patches beneath my eyes since my teens and, after reading the subreddit resources have deduced that I probably have tear trough darkening (yaay). Over the years this has spread further and gotten darker, and is becoming much more striking. The skin in this area feels increasingly thin and week, and now seems to be spreading to the skin on the top of my cheek bones. This is making that skin more susceptible to wrinkling, and every working I wake up with almost cross-hatched fine lines where my thinning skin has been scrunched on the pillow during the night. On top of this, the lines of my forehead are becoming more noticeable, and the skin beneath my jaw is loose and has no shape.So far I have tried the Avene eye creme but did not find too much difference with the results. I have also tried this product but again see little improvement. As that last link suggests, I live in Germany - this means I am struggling to be able to read the skincare product information for items I find in stores and find out what ingredients they contain.Here's a couple of pictures I took without foundation on (sorry for poor quality). You can see the difference in the shade of my normal skin colour and the colour under my eyes (doesnt help my skin is so pale). You can also see here some of the lines on top of my cheekbones - these have become semi permanent when not smiling. The skin on the rest of my cheeks (and most of my body for that!) is still plump and thick.I dont generally wear a lot of makeup (just powder foundation and a bit of eye makeup) because ive never really felt like I needed it. Ive always been content with my natural skin, but now im struggling with the fact I need to take care of it more and I am really not sure what Im doing. I guess I need products with vitamin C and collagen? If anyone can give me some advice, and preferably some specific product recommendations I can find here in the EU, it would be very much appreciated.
