[sun care] My normally combination skin is now VERY dry. I can't find a moisturizer with SPF/sunscreen that fits my needs. Suggestions?

I'm still trying to figure out why the heck no matter what I apply (cetaphil cream, cerave cream, Vaseline, coconut oil, Bio oil to name a few...) my skin is so damn dry but in the mean time my go to sunscreen Biore Watery Essence isn't helping.Anyone have some suggestions for preferably moisturizer with SPF (vs sunscreen alone) for dry and apparently sensitive skin?I'd love for it to have at least SPF 30 and cost less than $25-$30.
