[Routine Help] I'm a skincare newbie, and I'm seeking your expertise!

I'm almost 20 and I've never really had a good skincare routine. But I stumbled upon this subreddit not too long ago, got addicted (thanks for that btw), and now I want to expand my routine to something better (but still affordable) for the sake of my skin's future. Up until now, my skincare has consisted of random facial cleansers I find at the drugstore that I think smell nice (and yes, I've used that dreaded St Ives apricot scrub ok I'M SORRY), and some plain moisturizes that still manage to do the job. I've tried some new products here and there, but I never really stick to anything. And no, no sunscreen for the majority of my life! The thought of wrinkles recently freaked me out enough to go buy some Neutrogena Healthy Defense spf 50, but it's too thick and leaves a white cast, so I'll be switching this soon.Anyway, after reading through this subreddit for days on end (college procrastination at its finest), I think I've come up with a suitable routine for me and I was hoping to get some critiques or approval from you skin-wizards.Some quick background on my skin: NC35 medium tan skin, Relatively smooth (no acne or noticeable pores), hyperpigmentation on neck (from acne scars in high school), dullish-looking, MAJOR dryness around mouth and in between eyebrows with constant flaking in colder months (living in Nebraska).Potential routine:AM-Rinse with water (and konjac sponge if I wake up with dry flakes)-Thayer's Alcohol-Free Witch Hazel Toner-Clinique Even Better Essence (dry) (pricey, but ingredients seem worth it)-CeraVe Moisturizing Cream in the tub-Shiseido Senka Aging Care UV Sunscreen-Aquaphor on dry patches[makeup on most days]PM-[Neutrogena eye makeup remover]-Snow River Mineral Oil-CeraVe Hydrating Cleanser (I've used this before and it's nice for my dry skin, but I'm not sure how it would do with oil?)-Garnier Cleansing Micellar Water for waterproof makeup (just to make sure the last of that gunk is off!)-Thayer's Alcohol-Free Witch Hazel Toner-Derma E Vitamin C Concentrated Serum-Alpha Skincare 10% Glycolic AHA Renewal Lotion (I've used the St Ives exfoliating pads and I liked them)-Clinique Even Better Essence (dry)-Olay Regenerating Serum-Eucerin Q10 Anti-Wrinkle night cream-Aquaphor on dry patches-Vaseline masks every now and thenAlso, do I have the order right? Is it toner --> vitamin C --> AHA --> essence? Feel free to suggest other things, or re-order my steps or whatever. Skincare is fun-- thanks in advance!!
