[Product Question] has anyone tried the Elf Hydrating Water Essence?

https://imgur.com/a/r4JlzI picked this up today. I was intrigued When I saw it contains niacinamide. I've always thought of elf as low prices for low quality but they've definitely made some strides with their makeup. I haven't tried their skincare line though. Thoughts?
