[Skin Concerns] My mother used hair treatment as face wash without realising....

So last year when I visited Japan, my sister asked me to buy her a Japanese hair treatment product that doesn't have any obvious English writing to suggest it's a hair product because it's written in Japanese.Fast forward to a few weeks ago - my sister starts accusing me of using her hair treatment as each time she would take a shower, the bottle would mysteriously end up next to the bathroom sink. I explained to her that I had never used it before and that it was not me.Now today, as I prepared to leave for a holiday in South Korea this morning - my mother asked me to buy another bottle of the hair treatment (without realising it was hair treatment). My sister saw and exclaimed "so it was you using it!". My mother explained that she had been using it for some time on her face and that it made it really nice - both me and my sister screamed internally and we had to explain to her that it was hair treatment.So what I'm wondering at this point is - would be there be any harms in her using the hair treatment as a face wash? The ingredients are written in Japanese but I pulled the listing from Amazon Japan and have transcribed/translated them below:water, isopentyl diol, behentrimonium chloride, glycerin, stearyl alcohol, dimethicone, behenyl alcohol, cetanol, DPG, maltitol, aminopropyl dimethicone, steartrimonium chloride, camellia seed oil, lactic acid, lemon extract, rose water , Royal jelly extract, soybean seed extract, isopropanol, isopropyl myristate, PEG-2 laurate, amodimethicone, SODIUM METHYL COCOYL TAURATE , salicylic acid, PPG-2-deces-12, EDTA-2Na, cetrimonium chloride, BG, tocopherol, Sodium benzoate, Phenoxyethanol, Flavor, Red 227, Yellow 4I punched them into CosDNA and can't see anything particularly of concern but I'm not an expert by any means but I was hoping to get input from people with more knowledge.
