[Acne] Can anyone recommend an affordable ($10-15 or less) moisturizer without actives, oils, petrolatum, fatty alcohols or hyaluronic acid?

My skin isn't used to moisturizers and generally they break me out in pimples. I'm on Differin 0.1% OTC to treat closed comedones and have gone through a number of moisturizers. They each have had one or more following ingredients: oil*, petrolatum, fatty alcohols, hyaluronic acid. I suspect some of these my skin can't handle. I'm not sure about silicone (may be ok, but would like to avoid). I can't use any moisturizers with actives (AHA/BHA/Retinol etc).I'm trying to apply moisturizer 30 minutes after using Differin on bare clean skin. Applying moisturizer to damp skin before the Differin felt nice, but for me it has severely hampered my progress. I can see the most progress applying Differin to bare skin, but still need something to sooth the dryness/tightness afterward and during the day when I'm not outdoors (in which case I use their SPF moisturizer, which is the least offensive sunscreen I've found so far).*My skin does ok with jojoba and rosehip oils, but these aren't humectants.I'm looking for a basic humectant based moisturizer to see if my skin can handle it. Since this us going to be trial and error, I'm looking for recommendations for products in the under $15 (preferably less) range. I've already bought a number of them and none are working for me.I've tried/have:Cerave Moisturizing Lotion (love the way this feels and looks on application, don't love the zits that follow)Cerave Moisturizing Cream (")Vanicream Cream (too heavy for my face but turned out to be a great winter body lotion)Vanicream Lite Lotion (petrolatum based, as above)Differin Soothing Moisturizer (tons of avocado oil)The Ordinary Natural Moisturizing Factors + HAThe Ordinary Hyaluronic Acid (I don't know if it's the concentration of HA but every time I use this, I get zits. In any case, it does not moisturize much, even when I have applied to wet/damp skin)(My skin type: dehydrated, large pores, medium-oily especially in the t-zone, closed comedones (micro sized everywhere, with larger ones in T-zone), small/medium blackheads on nose and cheek area near it. I don't get pimples (red/inflamed) unless I've used moisturizers listed above. TOs NMF is the one my skin reacted to the least, but still gave me small blemishes even before Differin, and I don't find it hydrating enough.)
