[Sun Care] Can titanium dioxide exclusive sunscreens be broad spectrum?

So I was researching about Canadian sunscreen regulations and requirements and came across this page. Section 7.2 says that:Titanium dioxide (TiO2) reflects short UVA range (320-340 nm), which is referred to as UVA-2 (or UVA-II), and UVB. As this range of protection does not meet the critical wavelength requirement of at least 370 nm if used as a single medicinal ingredient, it must always be used in combination with other acceptable sunscreen medicinal ingredients to meet the broad spectrum requirement of this monographBut many broad spectrum sunscreens from trusted brands like La Roche Posay, Garnier Ombrelle and more contain titanium dioxide as their only filter which is contradictory to what’s on a regulatory body’s page? I’ve heard titanium dioxide can be manipulated to cover the broad spectrum but I haven’t really read any articles to confirm or repute this claim. Or is it because of faulty regulations in terms of UVA coverage? Anyone more knowledgeable about this topic, please enlighten us lol
