[Routine Help] Need to wash face several times a day. How do I combine this with makeup. What products and routine would you recommend

I am a muslim and need to pray several times a day. Before praying i have to wash my hands face and feet.I also “need” concealer and makeup because of very dark under eye circles. I am brown and they look like black raccoon eyes it really makes me look sad and tired all the time.I have recently started wearing makeup every day and am struggling with a good skincare routine. I have dry skin.
