[Acne] How much do topicals we apply get absorbed into the bloodstream?

Talking mostly about medicated acne treatments. This is something I've wondered about for a while but doesn't seem to come up often. Although products are applied to skin, it seems like all of them can at least.I guess the question is, to what extent - and is it completely negligible or could these actually some internal/systemic effects?Specifically in my case I am wondering about Azelaic Acid (20% strength). I am a male and I know that azelaic acid is a DHT blocker. Of course, it's only being applied the skin, but I wonder if it could potentially be absorbed into the bloodstream enough to actually have some impact on my hormones internally?I found this article that says that absorption of topically applied azelaic acid is 3.6% of the total dose.
