[Routine Help] Must you follow up with a gel cleanser after oil cleansing?

I am currently using an oil-based cleanser to remove my sunscreen and really liked how it seemed to lessen congestion and whiteheads as well as keep my face moisturized after cleansing and only use a hot towel to remove the excess oil but I am wondering if it would be better to remove the remaining oil with a gel cleanser? I always felt like double-cleansing was unnecessary but would it be necessary at this point?If so are there any gentle (low ph/ph balanced) gel cleansers that you would recommend?Thank you!
