My neck and chin have little hairs that I can't remove at all. I've tried DE, Gillete, 3 Different Electric Razors, but still, nothing!

I don't know what to do anymore, since the laser hair removal takes quite a bit (I can do it 1 per month and I still have 4 months to go..), but currently this area is very weird and irritated because of so many attempts to remove these hairs..
