[Acne] Problems with the bumps left on my skin even after treating pimples/acne?

I'm 17 years old. If you were to look at me, you wouldn't think my acne was severe. I get a few pimple break outs now and again but my main problem are the small little red bumps on my skin, the ones with no puss (or visible puss). Even when i treat my acne/pimples these bumps are left behind (after exfoliating, moisturising, using benzoyl peroxide). This becomes very problematic when shaving.All though my acne doesn't seem very severe, its very problematic. How do i go about treating it?
