[Product Question] Is it true that your skin will become dependent on benzoyl peroxide?

I was looking through BP recommendations in the SCA wiki and checked out the first item on the list on Amazon, Acne.org Treatment. I was about to buy it, but I decided to check the reviews first even though it had an average of 4.5 stars. To my surprise, the top rated reviews were all one stars. A lot of them mentioned developing a dependency on BP. Is this true?
