[skin concern] has anyone found a cure for dry skin that only shows up after applying foundation ?

I've been dealing with dry skin a lot lately and even with a primer and moisturizing, flakes show up when I apply foundation. I know some posters had this trouble but I was wondering if anyone had updates or solutions???
