[Product Question] Could my moisturiser be worsening my dehydrated skin?

Been using this moisturiser for a few days (http://cetaphil.com.sg/product/daily-advance-ultra-hydrating-lotion/) , I wash my face with lukewarm or cold water, then apply the moisturiser, but after applying, my face reddens and stings and sometimes itches. Also, it seems as if my face becomes more sensitive after applying it. Furthermore, I notice that I flake a lot more after using this moisturiser, is this normal?
