[Skin Concerns] Help! I've had these ingrown hair scars for months and they're still not going anywhere!

I've always been prone to scarring/bruising easily, and I've always had a problem with hair removal since my hair grows quickly and has strong roots like you wouldn't believe. So after careful research I went out and bought an epilator. At fist it was great- a little painful, but not having to shave almost daily made it totally worth it, but after a while I started noticing small ingrowns here and there, which didn't bother me initially, but they started appearing darker and refusing to go anywhere. And before you ask- yes I exfoliate daily with a loofah, especially before/after epilation. I've included a picture here in case anyone is morbidly curious...I've tried the PFB Vanish roll-on which everyone raved about, and literally no change after months of use. I have no idea what to do, and it's getting really embarrassing to the point where I can't show my legs in public! I even tried this stupid thing which is worse than useless...any help would be appreciated, thanks!
