[Hair Removal] Shaving Beard and Razor Bumps/Burn

Over the past few months I grew a beard (3 months now). Now the reason I grew the beard is because I live in New York, it's winter time and now that I have a very low body fat percentage, the cold to my face is painful, compared to the year before. The second reason is a more important one, and it is that I needed to not shave for a while because shaving began to hurt and I also wanted my razor bumps time to heal. Now I want to shave, since this beard looks scraggly and it makes me look dirty, what can I do for the razor bumps and the pain of shaving. When I was shaving, I shaved once a week with a safety and never used the same razor more than twice (I clean the razor, dry it and put it back into the paper after the first use). I used coconut oil but I used to use a shaving bar soap,I do not shaving against the grain and I used Bump Stopper after shaving but not everyday. Also would it be better for me to begin shaving with a machine, if it is, can you recommend me a good shaver that isn't too expensive. Thank you.EDIT: I am willing to spend 70 dollars USD or less for an electric shaver.
