[Product Question] If a product is only causing irritation in one small area, can I still use it on the rest of my face?

I use Effaclar Duo+ but recently it made the skin over and under my lips red and irrittated. Now I just use it as a spot treatment on my PIH and acne on my cheeks, and here it dosent cause any harm, and it feels good. Safe?
