[Routine Help] How do I combine my makeup routine with my skin care routine?

Forgive me if this has been asked a billion times before. I just recently started getting into makeup. My morning routine is usually to just put on sunscreen in the morning, however, this cold weather is making my face super dry and scaly. I tried putting on my usual moisturizer (Ceravé) on top of my sunscreen (Biore Perfect Face Milk) but it caused the moisturizer to pill and it wouldn't sink in properly. How do I manage this?Now onto my question about makeup. How do I work my moisturizer + sunscreen into my makeup routine? Will putting on primer, foundation, etc mess up my moisturizer and sunscreen make it work less effective? My foundation has spf 15 but that's not really enough sun protection, imo. I live in a very sunny location and I'm also quite pale so I like to use a really good sunscreen or else I burn and then get freckles.
