[Anti-Aging] If your'e going to use a retinaldehyde under your eyes, should you also moisturize?

I'm looking to get a retinaldehyde to help with my under eye problems, should I also be moisturizing that area? Before or after? Also what products would you recommend? I currently use the "cerave moisturizing cream" moisturizer for my face. Thanks in advance and sorry if this has been asked before.
