[Skin concerns] Flaky skin visible under foundation/concealer, making me look unprofessional

Hi SCA, I've been lurking around for over 2 years now, and you've taught me everything I know about skincare. I went from a person who never uses moisturiser or sunscreen (YIKES) to someone who tracks UV index on her phone and owns several imported skincare products.That said, I still have one big problem that's been with me for most of my adult life, but it's gotten worse ever since I moved to UK. I have some problem areas on my face (nose and chin) that are not really clear but otherwise look fine, as long as I don't try to cover them up with makeup. As soon as I do, the skin on them appears very noticeably dry and flaky, and I can't find anything that would prevent this. As a result, every time I get a zit on my face, I can't look put together no matter how hard I try - I end up with a flaky patch on my face or a bright red spot, usually both.My routine is PM only (with the exception of sunscreen in the morning) and consists of:cleansing with Banila Clean It ZeroCOSRX AHA/BHA clarifying treatment tonerOlay regenerist super renewal elixir (night) or red Stridex - never both in one daysome hydrating essences if I have the time for itCeraVe in the tubI've noticed that my skin REALLY likes the Banila cleanser, but I'm not sure what to do with this information. Either way, my skin is really soft and supple once I finish with my PM routine, but it makes zero difference in the morning. I've tried:using a sleeping pack (Too Cool for School Pumpkin sleeping pack, I love the way it smells but I don't feel like it does anything at all for me)putting a moisturiser on before applying concealerusing a primerusing a beauty blender (both dry and damp) to apply the concealerstarted drinking lots of water (still do this because I think it's a good habit).Nothing works. I'm fairly sure the concealer (Maybelline Eraser Eye) is not the problem. The final straw was when I purchased a Missha BB cushion and when I tried applying it, the flakes on my nose were immediately visible, even though I had been following my routine religiously for weeks at that point. I've mostly given up since then, and while I still try to follow my routine, my heart's just not in it any more.Without any makeup on, my skin looks okay-ish - rather dry, but fairly clear. My lips get really badly chapped in the winter, but I've managed to get them under control using lanolin in the evening. However, I still get (mostly hormonal) acne now and then, and I just look like a complete mess on those days.Questions:how can I prevent the flakes?? I want to look like an adult person, not like a teenager who is frantically trying to cover up pimples by caking concealer on top of them :(as mentioned, I discovered that my skin likes Banila cleanser, which is oil-based, and my extremely dry lips are happy with lanolin - can I do anything with that info? I thought about slathering my whole face with lanolin but it's so sticky I'd probably leave most of it on my pillow and wake up with a face full of cat hair.
