[Routine Help] My makeup is applying horribly, and I think the problem is my skin

My skin looks terrible when I apply makeup, which makes me sad because I love makeup. My skin is pretty dry, especially in the winter. I need help with my routine. It currently is:AM: cleanse with a gentle cleanser like Cerave Hydrating Cleanser or just in the shower with water, moisturize with Cerave AMPM: cleanse with Cerave Hydrating Cleanser or if I was wearing heavy makeup Purity by Philosophy, occasional toning with Formula 10.0.6 Toner for Sensitive Skin, Paula’s Choice 8% AHA either every day or every other day, moisturize with Cerave Night CreamFrom a skincare perspective, how can I improve the quality of my skin? Is there anything I should add to my routine or take out? Any help is very appreciated. Thanks!
