[Skin Concerns] I have a medium-oily t-zone, and normal cheeks, but I only get some cystic pimples on cheeks that leaves PIH and smal, less painful pimples that disappear fast on the oily zone? Are cystic pimples coming because of dry cheeks?

So what I'm wired out of, is that my cheeks are normal, no oil at all, but it's here I get the sore, cystic pimples that stay longer and leaves PIH. I thought pimples would come from too much sebum/oil, but the places I have more oil(t-zone), I get less, smaller and easer-to-handle pimples, that never are cystic and dissapear within 2 days?So are cystic pimples caused by dryness?
