[Acne] Lots of small blackheads on oily face and some on chest; lots of pimples on back. What do?

TL;DR: What would you recommend to remove small blackheads on face as well as keep it clean from both future blackheads and acne? And what would you recommend to keep chest and back/shoulders acne free?Reference: http://imgur.com/LSh1iQUFor quite a while I've had pretty oily skin but a terrible habit of not cleaning my face frequently. (On a side note, my face, like many others here it seems, is massively oily; would you guys recommend fixing that or leaving it be?) Part of the oiliness comes from a cream that I use to prevent rashes and redness due to eczema.Over time my face had basically become home to lots of small blackheads on my upper cheeks on each side of my nose including my nose as well (and now I'm getting some between my eyebrows and even some on my chest, which like my back is pretty acne prone).I'm pretty tired of all these blackheads and acne, but due to oiliness and not really knowing what to use I've never gotten them to stay away. What would you guys recommend that's in a cheaper price range? (Sorry for incorrect format or whatever, this is my first post here.)Thanks in advance!
