[Skin Concerns] Retinoid-dermatitis & hyper pigmentation?

I'm more or less pale white, but after a few Tretinoin (0.1%) uses that didn't go well over the last year (I've used it in between to great success with acne/acne-PIH/scarring), large patches of skin on my face/neck have been left slightly hyper-pigmented. My whole neck is this way (down to a line where it just stops because I never applied Tretinoin any further), and has been for 6 months or so with no sign of changing (it does get worse though, when irritated).I'm at a loss on how to or if I can treat this, as I've treated all my other PIH with tretinoin, but this PIH was caused by it (and gets worse/more irritated by it).I tried applying hydroquinone to a couple patches of it last week. One lesser patch just went fiery red/irritated for a few days, and then the other darker patch.. just got darker!I'm waiting for some mequinol powder to come in 1) because it's supposed to be safer/less irritating 2) I can mix a low %/gentle solution.I've also been using various products with alpha-arbutin, niacinamide, etc. for a while to no avail.At this point I'm wondering if the only solution may be something like IPL treatment. It's known to work wonders for PIH/burns/redness/etc. (I've even read a couple disparate mentions of people using it to treat chemical burns). Of course the fear is becoming one of the unlucky few (or many, it seems) who has their skin toasted by it, with the main risk factors for this being 1) poor administration 2) previous retinoid (or anything weakening the skin/making it light sensitive/irritable) use.In the immortal words of all self inflicted skin suffers, HALP!
