[Routine help] Do the cleanse/exfoliate and remove makeup/cleanse steps need to be separate?

Won't the cleansing take the makeup off my face? Will exfoliating cleanse my face?I'm just looking into the SCA routine, and want to make sure combining these steps won't mess me up. Thanks!
