[routine help] how to incorporate oils into routine?

I would like to add in maybe a serum or oil into my regimen, but do i still moisturize after? I have a pretty light weight moisturizer (cetaphil ) because I thought I once read that an oil shouldn't replace a basic moisturizer. Thanks
