[Routine Help] If I dab off the excess oil left over by my sunscreen with oil blotting sheets before applying my powder foundation, would this reduce the efficacy?

Does it have to dry completely for it to "set" because I use La Roche Posay melt in milk and it never particularly seems to dry, so I blot at it until it's relatively oil free before my foundation because otherwise it goes on blotchy. Am I ruining my spf coverage by doing this?Anyone else get this?It may also have to do with the fact that I moisturize like a maniac prior... :P
