[miscellaneous] Why aren't there sunscreens like biore aqua watery essence or skin aqua moisture milk being sold in the U.S?

I see a lot of people raving about these japanese sunscreens, so why hasnt someone successfully replicated an american version? Is it an FDA approval problem or something?
