[Acne] Is it really worth it to try treating hormonal acne topically?

Hi there! I've been experiencing a lot of issues with hormonal acne ever since I went on the Skyla IUD in November 2015. I get at least 1 cystic pimple on my chin or jawline every week, and I currently have about 4 on my chin now.I've tried Spiro and unfortunately I built up a tolerance to it time after time and gave up on it. Other products I've tried are clindamycin phosphate 1%, tretinoin, every OTC spot treatment, Mario Badescu Acne Facial Wash, tea tree oil products, clarisonic, Mario Badescu glycolic gel, etc etc.... I didn't try all of these things at once of course but over the year and a half or so I've cycled through them with no success.The money I'm spending on these topical treatments is getting to be way too much, especially considering the fact that they never seem to work. Spiro worked for a few weeks at a time, but then the pimples returned. Should I just consider a different form of birth control or is there any other option for treating hormonal acne?
