[skin concern] are these simply razor bumps? I have them all the time, not just when I shave.

image link herecontrary to other razor bump posts I found on this sub, these bumps are here 24/7, not only appearing when I shave. I really only shave maybe once a month (asian descent = thin sparse hair) so I'm not sure why they would be here all the time.I use generic brand shaving cream and men's razors from Costco. The bumps never hurt or bleed, they just kinda look gross. and it kind of seems the entire bottom half of my lower leg is reddish all the time. Is this just the shade of my skin or??so is this simply razor burn? how do I treat it if its around 24/7? should I see a dermatologist?
