[Anti aging] Is sunscreen necessary for dark skinned people living in cooler climates?

I never wear sunscreen and neither do any of the other people I know, but I see it repeated here often I'm wondering. I don't get much sun and have very low level of vitamin d (7) so is it necessary to wear sunscreen? I know for white people living in hotter climates they need the protection, but what about the reverse?
