[Skin Concerns] Why does my face still flake after moisturizing?

My routine includes Cerave foaming cleanser in the morning, then after I apply Cerave moisturizer along with sunscreen. However, not even an hour later and my skin looks dry and flakey. Anyone have a similar experience or advice? Thank you!
