[Routine Help] I can't take my dry lips anymore. What lip balm/chapstick do you guys use?

I find my lips to be quite dry, no matter the season. It doesn't help that I pick at them A LOT too. When I don't, the best my lips get, it feels like I have a layer of... soggy skin covering my lips? My exfoliater doesn't get it off very well either.I've tried EOS, Burt's Bees, and a few other lip balms. I'm in desperate need of help.
