[Routine Help] Where do I begin?

Hello skincare! I've finally had enough and decided to come to you for some direction.My issue: At 30 years old I have no idea how to manage my skin or what I'm doing. I want to reduce the oil on my skin and clear up my acne.I have extremely oily skin that's blemish prone and even oilier hair, thanks to genetics from my Dad. Within a few hours of showering my skin is soaked, worse on my forehead and my nose. If I wipe it off with a napkin it looks like a greasy burger was sitting on it. It's nasty. It's disgusting, and I hate it just as much as my Dad does.The skin on my legs is completely different with a more normal mixed with dry skin. I've discovered break outs on my legs come from the hair breaking through the skin after shaving. It becomes unbearably itchy and I'll wake up during the night scratching my legs bloody and raw. My solution was to just not shave close and leave a little hair behind. Shaving every day caused break outs. I started using T.N. Dickinson's Witch Hazel wipes on my legs after shaving and that reduced the itching a little.The acne has responded well to both birth control and antibiotics. The best results came from a round of Minocycline which reduced the amount of oil on my skin and completely cleared the acne. Once I was done however, the acne returned. The birth control (forgotten the name) tamed it to a degree but I wasn't on it long enough to see if it resolved the issue completely. Due to lack of insurance, and one doctor who insisted I needed a gyno exam (extremely painful) before she'll even prescribe more birth control pills I have accepted that I'm sort of doomed.My daily routine goes like this: A shower as soon as I wake up otherwise I have this kind of gunky, dry oily feeling on my skin the rest of the day. My hair feels heavy and gross on my skin. I wash my hair with Pantene Pro-V 2 in 1 repair and protect. I do not use soap. Before bed I will splash my face with cold water. If it's been a particularly humid day I may splash my face earlier in the day and again at night.No soap?! Yeah, no soap and no, as far as I'm aware, no weird smell. I've tried bar soaps before (such as Dove white and something else I can't remember) but they always left me in various states of gross, be it chalky skin, heavy feeling, or oilier than before with worse breakouts. I had somewhat good results with Southern Natural Goat Milk Soap (unscented) that curbed my acne to some degree but after a while it came back stronger than before. I stopped using it when I noticed my lips started to take on a purple tint.I live in Alabama, ew humidity. I am pasty white with dark circles under my eyes, if I get the slightest bit warm I will turn a lovely shade of fire engine red all over my face. It really makes my acne and acne scars pop.. People stare. I feel ugly.Is there anything to scrub away dead skin build up? I typically just rub it away with my fingers when I notice patches. Is this something that is suppose to happen naturally if I use soap and a washcloth?What should I look for in a soap? Does it have to be bar soap and not bodywash? I always heard bodywash makes oily skin oilier.How can I reduce the amount of oil I'm accumulating on my skin? I'd like to avoid using masks or peels, that seems like scary territory that I am not ready for.What do I do about the dark circles under my eyes?Can I do anything about my legs?What can I do about my acne scars to help them fade and heal? What do I even do about the acne in the first place?I could really use some help planning a routine to deal with all this and laying the ground work for a routine. I'm so lost.Any sort of product that is light on the skin with an earthy smell is welcomed.Thank you in advance.
