[Product question] Cicapair by Dr. Jart - does this have long-lasting effects, or is it more of a temporary fix for redness?

I've looked around a bit on the web, but I can't find if this product is meant to correct/even out skin over time or if it's main use is to correct redness temporarily, I was also wondering if anyone uses it in the PM. Thoughts?
