[Misc] If a product contains an ingredient that our skin doesn't like, but the ingredient is listed way down in the ingredient list, is it still safe to use?

I think I read somewhere that in the ingredient list, the first five are the ones that are in high concentration in the product and that the ingredients are sorted based on their concentrations in the product. So that means that the ingredients near the bottom of the list are in low concentrations. So for example if my skin cannot tolerate shea butter and I wanted to try this serum which contains shea butter but is listed near the bottom of the list, would it still be safe for me to use? Or is it better to avoid the ingredient all together and just find a product that doesn't have it?
