[Misc] Dirty cheap brand similar to The ordinary?

Hello everyone, i live in turkey and due to regulations we are not allowed to ship any cosmetic from other countries... That means we are on our own, and i try my best to find alternatives to good brands like the ordinary. There is a brand called 'doa kozmetik' here and they sell extremely cheap (2$-8$) only active ingredient based serums similar to ordinary. They sell lactic acid %10,Ferulic acid, %2Sodium hyaluronate serum etc. They also sell some vitamin c in %10 and %5. What would you think of it, are these ingredients heavily dependent on formulation? I know vitamin c does but what about %10 lactic acid with only 2 ingredients (deionized water %90, lactic acid %10) would you buy them?
