[Skin Concerns] The infamous 'orange peel texture' -- is it almost always dehydrated skin / damaged moisture barrier? Has anyone here actually 'cured' theirs?

Like the title says. I've been searching this sub but it seems like half the time people say it's dehydration/damaged moisture barrier and the other half recommend bha/aha and even tretinoin.So, is that dreaded orange peel texture due to dehydration or needing actives?
