[Anti-aging] Topical vitamin C reduces melanin, but melanin protects skin from photo-aging

I am puzzled by this... If topical vitamin C reduces melanin, but melanin protects the skin from UV rays, does that mean that topical vitamin C actually makes your skin more vulnerable to photo-aging and sunburns?
